For 1999 the rally was still based in Shrewsbury but this time at the cattle market site to avoid the floods of the previous year. The market had last been used as the start of the 1968 Castrol Rally. The prizegiving was held at the Radbrook Hotel, last used on the 1986 Audi Sport Rally.

The event had its usual remote start, this time in Welshpool main car park and a finish back at the cattle market in Shrewsbury. There were 80 competitive miles on offer over 9 stages.in the usual forests. Dyfnant was the only forest visited twice and that in different directions. All that for £425 including a set of notes and coloured maps.

Gwyndaf Evans and Howard Davies brought along a works SEAT Cordoba to run at number one, and do some pre Network Q testing. They went over their maximum lateness on stage five but set fastest times on all the other stages.

Up to the last stage, Norwegian, Martin Stenshorne in a Subaru, looked the likely winner but he retired on this final test. This misfortune allowed Ludlow businessman Gary Smith, running at number 9, to prove his prowess Ford Escort Cosworth and score an unexpected win.

Another entry not to disgrace himself was boy band, Boyzone, heart throb Shane Lynch in a Ka, who finished 58th.

With the Historic Championship going elsewhere this year there were only two rallies, the National Championship event and the Meirion event catering for both clubmen and historic competitors. It was an historic specification Escort that emerged as the winner, crewed by Charles Goulding and Preson Ayres.

The main event pulled a strong entry of 106 starters, of which 70 finished and 42 in the forty stage mile clubman's event with 31 finishing.
